I have the honor to acknowledge the receipt of your letter No. 3192 of the 30th instant, covering copy of the report of the Board, which are submitted to the Governor, copy of remarks thereon enclosed.

I quite concur in the opinions expressed by the Board.

A Committee, which had assembled to enquire into matters connected with the Contagious Disease Ordinance 1867, was adopted as being the most effectual in determining the share of expense due to be borne by each in the undertaking.

Having duly laid those papers before H. E. the Governor, I am instructed to request you to point out to Major General Brunker that from a later return than that furnished to the Committee, the number of women in the Chinese Brothels appears to be much larger than at first reported, viz: 2100, and the Governor is of opinion that the expense proposed to be incurred for their inspection is unjustifiable, not one case of any character somewhat similar to that of Soldier or Sailor infected having been reported.
